restrict sector selection lists in case setup UI #126

Make sector drop down when editing case inputs, parameters, and jobs use only the sectors listed on the case summary - to keep from having to scroll through a long list of obsolete sectors.

Update the three Case Tabs to use the same sectors that are use on the Case Summary tab.
