create Plant Closure Extended dataset type #16

Add support for new dataset type in CoST inventory projection.

I put together a spreadsheet mapping the columns from the current plant closure packet to a new extended plant closure dataset type. I reviewed the other extended formats (projection and controls) and replicated various columns that are currently unused (tribal code, census tract ID, etc.). Does it make sense to include these columns in the extended plant closure format, i.e. could we ever see these being used in the future? Are there other columns to be added?

Response from Alison:

I think we need the tribal code, but since the closure is for point sources, I'm not sure census_tract_cd, shape_id, or emis_type are relevant - since I think they are only in nonpoint formats. [I'm not looking at them right now, so correct me if I'm remembering wrong.] We could leave a couple of placeholders though for future use and things we aren't thinking of since we know that it's a pain to go back later and add columns to a format.
