resolves #28 by ensuring that both columns are of type float

@catherinebirney I suggest merging this into main as well assuming no issues in flowsa (I would not expect any)

@bl-young Oh great - let me test the impact on FLOWSA (also do not anticipate issues) and then I'll pull into main
