Updates for release v0.2

Adds optional geospatial packages for assessing urban or rural population density for point sources in context_secondary.py
new function classify_height() to assign secondary compartment based on emission release height
refactors find_file()
adds .rds as possible extension for read_into_df()
adds integration testing via github action
