Use same commercial and industrial mappings for commercial and industrial ODS #327

Compared the results of this to the mapping in the target branch. Results attached where FlowAmount_x is the old mapping (in refac_GHG_national_hfcs) and FlowAmount_y is the new change (in refac_GHG_national_hfcs_comindmapping) GHG_m1_comparison_ODS_x-adb3c14_y-0002a1a.csv

results show reduction in construction sectors, reduction in manufacturing, increase in commercial, reallocation in gov where impacts now in mapped sectors(923110, 923120), no change to households
