@bl-young This PR is ready to be pulled into master for the v2.0.1 release, pending the github action checks.

My changes did change Water_national_2015_m1, Water_national_2010_m1, Water_state_2015_m1 (very minor changes to state FBS, largest change to a sector value was 0.87%)

The differences in FBS caught in the github actions are because there were still v1.2.4 FBS on data commons for CNHW_CA_2014, CNHW_national_2018, CNHW_state_2014, and CNHWC_national_2014

I added the v2.0 versions and there aren't differences, so this PR can be pulled in
