Update Release workflow with newly approved action #398

🚀 Feature Request

We recently got https://github.com/release-drafter/release-drafter to be added to the approved list of actions for the USEPA org (yay!). Now lets put it to good use.

This appears to be, in large part, working. However I'm going to keep this issue open until we test our release process and ensure all the kinks are ironed out.

closing since we've successfully tested this several times now, we may want to consider applying a format to our GitHub labels/labelers so we can take full advantage of the release-drafter's ability to auto tag our releases etc. etc.
