-Redo of the TRI and RCRAInfo scripts. They now run with script parameters. Expanded years of coverage as well.

@jodhernandezbe added years 1987-2000 and 2018 to this list and a manifest.in file. I performed a bit more cleanup.

RCRAInfo was improved but hasn't been tested.
