Updates for 0.9.5, finalizing eGRID, NEI #54

-Update ReliabilityScore -> DataReliability to match other packages (legacy datasets not updated, but converted upon import) -Update config with additional details #43 , remove extraneous input files (e.g. NEI file path.csv) -Fix field names in eGRID for consistency in eLCI -Use common function for metadata processing -Revisions to enable validation for legacy NEI datasets

@WesIngwersen this would be my recommendation for the last update prior to minting a new release (0.9.5) which would correspond with needs by eLCI (for 2017 model) and air emissions in flowsa. The next release will handle the DMR updates.

@bl-young I'm going to merge these in, but before we mint we need to do the update in this issue #55
