Data downloaded from the Basic Plus Data Files are no longer in ALL CAPS. This is causing issues with validation and likely with flow mapping, and maybe with chemical matcher

Some flow names have changed slightly too.

When generating national totals files for validation, flows are mapped to FEDEFL. Inventory data from stewi is also mapped to FEDEFL prior to validating (though these flow names are not maintained in the resulting parquets). see https://github.com/USEPA/standardizedinventories/commit/234c363240063715c97368037453bac28a6f9310 and prior commits
