Functions

Major updates to use esupy for local data storage.
Removal of all inventory files within the repository
Source files downloaded to local user directory
Inventory files generated and stored to local user directory
Ability to store generated and named stewicombo inventories
Metadata json files generated with all files

Datasets

Includes updates to all modules to verify successful data processing
Fixes to TRI and RCRAInfo to reduce data loss on download (fixes #63)
Updates to handle case change in source TRI data fixes #62
Updates to validation includes fixes #29
Fix to GHGRP subpart AA (fixes #66)
Test updates to 2019 for GHGRP, TRI, RCRAInfo, eGRID

Other

Use of config files for facilitymatcher and chemicalmatcher
improved logging
General cleanup across modules for consistency

@WesIngwersen forgot to mention this requires 'meta' branch of esupy. I will confirm with @catherinebirney but we can probably pull that in tomorrow
