Hi Tylar,
Gain/offset values should change over time as the sensor calibration parameters change. One important element is that the WorldView-2 imagery I worked with had already been radiometrically calibrated, so gain/offset and subsequent function were not necessary. Newer data may need to be revisited though.

latest calibration factors (gain & offset) in this pdf.
How to check atm correction: choose area that doesn't change w/ time, compare all images from different dates and look for images w/ very different colors.
