Update BioSum development environment from VS 2013 to VS 2017 #244

Per the guidelines from USDA OCIO and Forest Service license entitlements, the only Visual Studio software that is permitted on Forest Service computers is Visual Studio Professional (years 2017 and 2019). All other versions of Visual Studio must be uninstalled prior to Oct 1, 2020.

The master GitHub branch has been updated with vs 2017 code. @lbross and @lpotts will use VS 2017 going forward
