PROCESSOR: VOLTSGRS is not calculated for non-PNW trees #249

@jsfried will need to work through our usage of it and see what other ways there are to get the values that we do need, but getting a good estimate of tops is going to be tough. He thinks that the VOLTSGRS comes from use of a taper equation for Douglas-fir that is applied for all species.

It is used for calculating volume for saplings. Our current replacement equation of VOLTSGRS is 0 is: (drybiot/od_wgt)tpa(saplingMerchAsPctOfTotalVol/100)

Where saplingMerchAsPctOfTotalVol is a percentage associated with the harvest method. The current default is 80%. This represents the Percent allocated to drybiom

Jason Brown will add a trigger to convert nulls to zeroes when the volumes are calculated. No changes are required on the BioSum side. Jeremy has a long-term plan to review the calculation logic in Processor
