DATABASE: Improve error handling when plot_cn not in ppsa table #272

It would be better if when loading via a list of CNs to spit out a CN_Fail.txt file (perhaps in the same folder where the user pointed BioSum to read in the list of CNs) so that the user can see that some of their intended plots did not load and investigate the reason if they wish (and display an warning box to the effect that not all CNs loaded and that those that didn’t can be found in the CN_fail file).

To recreate the error try loading attached list of CN's using EVALID 411900 from Oregon FIA Datamart OREGON_FERS_PLT_CNs_invalid.txt
