Updates to SDP and Fia-Biosum-Manager VS projects. Our current version was released in 2019 and supports up to SQLite v3.30.1. This more recent version was released in 2022 and supports up to SQLite v3.40.0. The impetus for making this change is that more current versions of the .dll include bug fixes and support more DDL statements to update table schemas.

Also stop packaging x86 version of SQLite.Interop.dll with BioSum since we are now x64.
