FVS: Stop creating audit_fvs_tree_id_cut table as part of Pre-Processing audit check #294

Entries are made to this table if the same fvs_tree_id is cut during > 1 cycle. Per Sebastian and Jeremy, this is a valid scenario. I checked some sample trees and it appears that Processor handles this scenario correctly.
