J8 a term or utilize an existing one for “Societal Benefit Area” #106

Please create a term or utilize an existing one for “Societal Benefit Area” as used in the Earth Observations Assessment. See: http://www.aprsaf.org/data/feature/f_086_3.pdf

Would this be a property in GCIS ontology and each “Societal Benefit Area” will be a skos:Concept instance?

I'd say both a property and a subject. e.g.: "Health" as an SBA (subject) would have properties of being related to various datasets or observing systems.

Alternatively, a dataset or observing system (subject) could have its being tied to an SBA as a property.

I believe this is related to the controlled vocabulary issues that @bduggan has been thinking about.

I think this falls into the more general area of controlled vocabularies for tagging various resources in GCIS. The SDA vocabulary is similar to the current GCMD or future CDI vocabularies. We need to make this a general property so that we can add additional vocabularies later.

there is dcterms:subject as a general purpose property for The topic of the resource. This property is often used to associate a resource with a concept from a controlled vocabulary.

Additionally, we could define a sub-property of dcterms:subject that provides additional context.

gcis:societalBenefitArea
   a owl:ObjectProperty ;
   owl:subPropertyOf dcterms:subject .

I think an example will help us proceed. Is there a known controlled vocabulary that we would like to use? If not, should we create one based on the GEO PDF from the OP?

@justgo129 give me a scenario and I will write up an example.

We already use the GCMD controlled vocabulary http://data.globalchange.gov/gcmd_keyword. This is one example http://data.globalchange.gov/gcmd_keyword/7fdc339e-017f-4e4b-89a3-12e441a40bad of its use. This is not very well advertised and I believe that @bduggan is working to make it more general.

1) Is the use of the controlled vocabulary expressed in the RDF? I see that Finding 2.7 is associated with the Surface Water > Floods yet I see nothing in the RDF for the GCMD keyword (http://data.globalchange.gov/gcmd_keyword/7fdc339e-017f-4e4b-89a3-12e441a40bad) or the finding ( http://data.globalchange.gov/report/nca3/chapter/our-changing-climate/finding/extreme-weather-increase.thtml) that shows the relationship.

2) I believe one of the questions posed in the OP is whether a specific property should be added for when the controlled term relates to 'Societal Benefit Area'. Sometimes using a term from a controlled vocabulary is not enough, the term is used in a specific context and that context is provided via the property.

@justgo129 - I think this we should keep this ticket open, but table it until after we have the keyword tagging implemented through the CDI activity.

+1 to keeping it open but on the backlog.

Perhaps we should create an issue label "backlog" for open items we are not currently working on?
