As an aside, could we make gcis:Region a subclass of: http://purl.org/ontology/places#Region or http://purl.org/ontology/places#ArbitraryRegion?

I'm not sure http://dbpedia.org/ontology/Place is appropriate given that "oceans" encompass more than one ocean.

It would just be really nice if we can relate other vocabularies besides prov wherever we can in order to improve searchability.

This isn't a priority but I'm documenting it here while it's on my mind. Feel free to defer this until a later time.
