Replace End of Life Google Site Search #602

GCIS general search replaced with Search.gov Bing based search. Follow on tickets to fix up our sitemap.xml and migrate to Search.gov's hosted site search.

Live as of this morning. Leaving open for a couple days in case of needed tweaks.
