New function based on RMevents to be used to discharge data. Modifications to RM events include: 1) getting rid of "event" threshold - e.g., min amount of total discharge needed to be called an event. 2) Threshold used to filter data, and then calculate events. 3) Returns only a single dataframe that is ready to be plugged into Hydrovol.
