- puts packages in alphabetical order
- deletes .gitmodules file no longer needed
- updates import of river-dl to use copied script instead of submodule
- updates instructions for setup to (1) use mamba (quicker solve), (2) reflect that this will be a downloaded folder and not a github repo, and (3) eliminate the use of submodules
- remove local user file paths
- read in model run name from model config file for 04_model_analysis step to reduce manual entry
- remove license because it is not needed for archive
- move utils.py into fetch to keep root directory clean
- add function to install R packages
