add R script for fetching gridmet #56

This is the quick script that I have used to pull gridMET data for point locations. It's written in R and relies on the climateR package. I haven't formally incorporated it in the snakemake file as we might revisit in the future, but I wanted to get it on the repo

Merging this huge pull request and then I will revert the commits that actually need review
