to discuss in estuary salinity meeting 4/5/2022 key issues to note:

writes file for product, even if no data present - no headers
splitting of config files

@galengorski - this pull request has a fully functioning pipeline...I still want to split the IT analysis step so it is more parallel, but I'd like to merge this one and make a new pull request for that
