This PR adds a target containing sf objects of dam outlet point locations and reservoir polygons.

The output file filtered_reservoirs_dams.rds from the delaware-model-prep repo is committed to 1_fetch/in, and that file is loaded in a target.

Closes #183

Also updated the README to describe how reviews should be completed. Closes #193
