attempting to get jread data frame work back #455

I am trying to bring back work from https://github.com/USGS-R/gsplot/pull/411 . It is working locally on this branch, but the fact that those changes are back is not reflected here. How do I do that? Maybe I need to manually recreate the changes?

@jiwalker-usgs @ldecicco-USGS any guidance?

Coverage remained the same at 80.0% when pulling fe8bf7ca8a989a33eab711e35ddd7816151f9ae2 on lindsaycarr:data_frame_from_jread into 28f9ffbde5eb266d674321692973b3fbc69ee5d9 on USGS-R:master.
