Start a figure #41

Follows/includes #39 and #40...the only new commit is 738c51075fcaf39509e5af196a7e5a4645e8db70, only new files are 9_report.yml, 9_report/out/fig_preds_v_time.png.ind, 9_report/src/fig_preds_v_time.R, and build/status/OV9yZXBvcnQvb3V0L2ZpZ19wcmVkc192X3RpbWUucG5nLmluZA.yml.

I guess I don't have this part of github figured out. looks like maybe you could just merge #38 and #41 and you'd be merging everything I've done tonight? Was trying to separate out ideas on different branches so you could consider them independently, but that seems to have not quite worked.
