AQCU-1612-legacy: changes for yaxis labels; fix tests; and docu updates #823

Y-axis is labeled as "Parameter + units" regardless of whether Comparison site data are requested or Estimated data are present. Also applies to additional right-side y-axes that might exist for additional parameters.
