drop down for usgs-packages material #326

Need to do this for https://github.com/USGS-R/usgs-r-website/blob/master/js/templates/nav.handlebars#L14-L33, but cannot get changes from upstream to work!!!!

It would be nice to not merge this until that is complete (someone else might need to do it though).

We can merge now, and just coordinate pushing to prod so they happen together. If you can't do it soon, let me know, I just checked and didn't have trouble pulling from over there.

I tried again and am having no luck. Gah I just don't get it.
