added reston, bismarck, and sacramento to map #175

Not sure how line 73 needs to be modified since there are no inputs to that layer?

I think you can test it locally with:

library(servr)
httd()

If the map looks strange, I'd probably just comment out that line of the willbe's (so we remember what to do...)
