Withdrawals versus Deliveries #36

The SWUDS control file retrieves both types of conveyances. Most states entered only withdrawals. Some states entered only deliveries (which ones?). If both withdrawals and deliveries entered, do they balance?

I'll check and see if Cheryl Buchwald has a list of states and how they entered withdrawals. I'd start with the withdrawals since that seems to be the most common way. Maybe this question is rhetorical, and the code could be designed to handle the various entry types...and see if they balance. I haven't looked at any of the SWUDS delivery data, but am continuing to look at the withdrawal data. I'll see what summary info I can find and share it.
