Reduce file size #82

as of Friday afternoon, we are at ~1MB for the index, which is too big. Explore ways to reduce it and document where the biggest contribution to file size are coming from and whether we can reduce them.

Alaska is a pretty huge/complicated part of the svg and we can simplify the geometries of that because we scale it down anyways.
some of the rounding that we do should be done w/ sprintf instead of round
