melt/process gif #25

take the precip maps from #24 and change so each geometry is only one color ("melt")

Does it need to be a gif? Do we need to show this happening for each timestep.

Not going to be a gif. It's going to be a static image next to the clipped raster map (see #35) using the averaged precip value to color the polygon.
