On Site Information page, disable panning on map #11

From cooperator feedback:

When on the information page for a point (after clicking "scientific data near [lat-long]", the preview map zooms and pans unintentionally when the user is scrolling up or down on the page. This is very frustrating!

I think disabling the panning makes sense anyway - the map is supposed to give the user a sense of what that point is.

I don't think you need to disable zoom here to avoid the issue the cooperator is talking about, but we may want to consider it anyway - or force the user to use the "+" "-" buttons...
