Add Dynamic Legend for selected Map layers #7

(for the map layers that provide it) we need an explanation/legend that shows what the toggled-on layers are showing the user.

@HansVraga Ah, I believe I emailed Peter about this.

I've never used map legends before, so I read about them a while ago and was able to get the legends to display for several non-MRData services, but when I tried to get them from the MRData services, nothing would be returned.

I believe I even asked either Blake or Erik about this several weeks ago, and after trying for just a little bit we weren't able to get most of them (although a few did come through).

Is it possible that the legends just aren't in the services?
