This is in response to the next biggest need of this interface: to showcase the many map layers available through the MR Data program.
A more sophisticated layer selector. More map services are
available and we need a way to help the end-user choose layers other
than the ones that are in the initial default view. The map interface
at https://mrdata.usgs.gov/general/map.html shows more of the choices.

layers.
The service catalog includes tags and also is organized in a hierarchy - we essentially need to build a viewer to help a user explore this catalog and allow them to select services to add to the interface.
