Update USGS NSS webpage upon release of new web client #125

The NSS web page, https://www.usgs.gov/software/national-streamflow-statistics-program-nss, will need to be updated to correspond with the new web-based version of the program, when it is ready for release. I suggest including a similar paragraph as that above in the new version of the NSS page.

Note: the "similar paragraph" mentioned above is the second paragraph in the About modal in the client, which came from verbiage from Kernell.

Bringing my discussion with @USGSPMM3 here.

We can cut a lot of the text from the original page (listed above) and include links to the NSS application, statistic labels page and we can come up with a page like the one listed in the quoted text below (note that the services we have to get citations by state will include non-approved equations until https://github.com/USGS-WiM/NSSServices/issues/224 is fixed).

I do like the functionality on this page and think we should take that service call and turn it into a report page like you did with the stat labels: https://www.usgs.gov/special-topic/floods/science/national-streamflow-statistics-program-regional-regression-equation?qt-science_center_objects=0#qt-science_center_objects
