Update Rain Drop trace #19

Add ability to trace from click point to an NHD line using rain drop trace tools.

Does NLDI have any raindrop trace capabilities? -If not, will need to locally store flow direction grids (organized by HUCs?)

Ideally the basic functionality of the TOT will work such that the initial click point uses the Raindrop trace to trace to a Streamline and then the TOT computations will begin at that junction of the streamline and raindrop trace. Thus, rather than snapping to a flow line, the tool will trace to a flow line using the DEM flow direction grid.

Removed "enhancement" label for rain drop trace because this issue might easily be coupled with first line segment issue.
