Output in a CSV the time elapsed for:

[x] The entire testing session
[x] Testing for each server
[x] Testing for each site
[x] Basin delineation for a site
[x] Basin characteristics for a site
[x] Flow statistics for a site (where applicable)

Column names:

Testing session: Testing-YYYY-MM-DD-HH-MM-SS
Server: TEST, PRODWEBA, PRODWEBB
Region: AL, AK, etc. where applicable
SiteID: siteID where applicable
WorkspaceID: workspaceID where applicable
Task: Basin Delineation, Basin Characteristics, or Flow Statistics where applicable
Time elapsed
