Using the FGDC Metadata Standard and tools/guidance available at https://www.usgs.gov/products/data-and-tools/data-management/describe-metadatadocumentation

[ ] Create general STN XML file describing the system
[ ] Create a STN Event XML template for providing metadata about STN events
[ ] Build an endpoint for generating an XML for each STN event following the template
[ ] Build a Lambda script for running that endpoint weekly and parking the results in a public S3 bucket for SDC to ingest.

need to check in and see if this is still desired. Putting into Effort 2 for now.

@HansVraga is this still desired? I could see something similar being useful but not sure this is the way we'd do it nowadays?

Athena pushed for this a while back. It's less of a priority for me personally, in comparison to the other with we have. Would be interested to see what Julia thinks.
