update sites that are RUSTON and STEEL to be pre-deployed bracket #151

For now we are keeping the Ruston Steel Pipe and HIF Stainless Steel ... but will eventually collapse the sites with these type housing under Pre-Deployed Bracket (during the off-season). Also, we added Surveyed Reference Point.
