invalid keys for s3 configuration results in 500 for file endpoints #161

Looks like that same keyset that was identified by Zavaro was used in by prod services to access files in stn2storage. Can that user be given access to the stn2storage too?

Updated the stnstorage user and it has permissions to stn.wim.usgs.gov, STNStorage, STNStorageTest, stn2storage, stn2storagetest, and stn2storage-backup.
