Retire SIGL Applications #175

Archive

[x] - Dump list of emails for Sigl DMS users and notify them of upcoming app retirement
[x] - Database dump
[x] - move data as archive to sciencebase
[x] - zip data and store on local server for additional backup

Shutdown

[x] - remove map application code from S3 (sigl and sigldev)
[x] - remove AGS REST services from Mario
[x] - sysops issue to remove siglDMS application from Toad
[ ] - sysops issue to remove sigl DB from wimProd RDS
[x] - archive data from jump server
[x] - archive repos sigl, sigl dms, sigl services, sigl services documentation, sigl DMS, sigl DMSv2
[ ] - send email to have USGS sigl pages decommissioned or point to the sciencebase page.

Redirects

[ ] - put up an archived project page w/ link to sciencebase
[ ] - redirect all sigl subdomain traffic, especially https://sigl.wim.usgs.gov/sigl/ to archive page
