SSE: scroll bar partially blocked #212

At the bottom left corner of the SSE view, the scroll bar is partially blocked by the editing graphics:

Seems like it's only happening on some project sites and not others. /project/edit/2099/site/siteList (7 sites) and /project/edit/2090/site/siteList (63 sites) shows the overlapping locked graphics, but /project/edit/690/site/siteList doesn't show it it (has 237 sites). Looks like its happening in Chrome and FF.
