Add a place for the admin to get account emails #238

In the DMS, lets have a place where an admin can copy the full list of SiGL account email addresses so they can quickly communicate with SiGL DMS users.

Actually, a preferable method would be to have the ability to send an email out from the DMS (using the sigl@usgs.gov as the outgoing account name) rather than have to go through the process of copy & pasting all the users into a personal email every single time you want to send an email on behalf of the DMS. But if that's too complicated for the funding available, an export of all current user emails would definitely be better than nothing. (I just wanted to document the ideal scenario.)

This. We run into maintenance of a new account (sigl@usgs.gov), would have to stand up an email server on the production machine (and keep that maintained) in order to enable the full functionality.

Getting an endpoint with all email addresses would be something we need in this direction anyway, and displaying that information is pretty trivial.
