General Map Functions

I would like to see the NHDPlusV2 flowlines as a display option similar to how they're being displayed in the test delineation tools (https://test.streamstats.usgs.gov/nldi-delineate). We may need to turn our existing VAA table for TOT into a relational database so we can get flowlines and attributes. Eventually as described in another issue, we will allow users to add display features to the flowlines. For example weight the size or color of the flowlines by the computed 1% AEP peak flow. This also means our VAA table will get populated with a lot more data!
