Use basin characteristic values from #22

Use NSS services to solve flow estimates
Use similar gage functionality and Ken Eng’s yet to be published paper for adjusting published flow statistics at a gage in the upstream or downstream direction (these are weighted with the regression equations)
- this may need to be a separate issue

For the National region equations, which include the Moody fire-hydro equations, we'll need to be able to solve NSS equations. The key point is we're changing how we get basin characteristics

Issue #57 has completed the Fire Hydrology (Level 1) streamflow estimates for the Fire Hydrology - Query by Basin workflow:
