Enable FDCTM in MN #1545

MN has flow duration equation which is the only requirement. So, this should be as easy as adding 'FDCTM' to the appconfig.

We should ask if they want to provide: (these are recommended but not required)

@harper-wavra I don't see an email about this when I search my inbox. Do you have record of our emails with MN about this? We should follow up and see if they want to provide D_0_XINT and correlated gages.

@amedenblik I couldn't find any emails. I went back and looked through the proposals and didn't see anything about enabling FDCTM either. I think this came about because they wanted one of the options for uploading streamflow to be from QPPQ, so to do that we would need to enable it.

I see I wrote 'these are recommended but not required' in the issue but now I am wondering if that is true. I think the best-correlated information is required since IL only wanted to be able to select gages in the correlation matrix. If MN didn't have that correlated information, no gages would be selectable currently. We could change this and just another column saying if the gage is in the correlation matrix or not, but we may have to discuss that. I can't entirely remember if D_0_XINT is required or not, but we have it as optional in the module requirements. Do you remember?

Once we know what is actually required or not, we could ask them if this is still something they want & let them know of those requirements.
