When I asked about this the JIRA support team had reservations about us leveraging the API to enable the public to create support requests. We should see what they're willing to support.
Perhaps we should direct the user to email streamstats@usgs.gov for help and provide a text block to copy+paste with information specific to their session?

We should try to figure out how to use the JIRA API to create tickets.
Currently when users submit a support request via the Help modal it creates an email using mailto that the user then needs to send. Instead of this we should figure out how to use JIRA API to send the support request straight to JIRA.
