fix crb/drb request lookup #35

Short term fix was to point to ags mapservices https://github.com/USGS-WiM/StreamStatsServices/blob/master/SStats/Web.config#L27-L28

some ideas; 1) point services at national map services 2) create local polygon to query against instead of mapservice.

Try to handle this with geoJSON of state polygons underlying the Basin Study
